Success Story: Japan

Japan is famous for its low crime rates. This is attributed to a variety of things, mostly connected to their social homogeneity. Japanese ethnic people make up more than 99% of its population, and half of all the remaining people are Korean (as of 1992).

Certainly no one will argue that there is any linguistic difficulty in ensuring justice in Japan.
